UPSHRM-NET Background

UPSHRM-net, an association of Human Resource Managers (HRM) in the Uganda Public Service, was established to nurture human resource (HR) professionals into HR practitioners that provide extraordinary Public Service
delivery. The association has a mission of promoting professionalism among Public Service HR Practitioners through effective development, communication, networking and building synergies with other HR
practitioners in the corporate world. In view of this critical role that the association seeks to undertake, it has
developed its maiden five (5) year strategic plan which provides the strategic roadmap that will be followed over the period 2017/18 – 2021/22.
This plan has been developed through concerted effort and consultations with the Executive Committee of the Association, as well as drawing from the guidance provided by the Uganda Public Service Human Resource
Managers through their annual forum held in December 2016 at Civil Service College Jinja.

A roadmap for the UPSHRMnet operations has accordingly been developed and based on fundamental beliefs thatmembers of the UPSHRM net will all work towards the same vision; Each HR manager in the Public Service, will
competently execute their roles and drive key institutional decisions that positively impact service recipients;Members will value continuous engagement in professional development and there will be deliberate
interventions to have and adhere to a synchronized set of service delivery standards for the HRM function across the country, the region and internationally.

Strategic Direction

This plan provides a road map that will guide the UPSHRM net towards attaining its vision of having HR professionals that nurture HR practitioners for extraordinary Public Service delivery by promoting professionalism among Public Service HR Practitioners through effective development, communication, networking and building synergies with other HR practitioners in the corporate world.

Accordingly, the strategic goals and objectives of the UPSHRM net over thenext five (5) year period commencing 2017/18 to 2021/22 will be in response to the issues identified in the environmental scan and will provide a roadmap for fulfilling the strategic direction

Goal 1

Professionalization of HR Cadre
UPSHRM net will in all its operations seek to ensure that all human resource managers in the Public Service have attained the professional exposure that equips them with best practices, new knowledge and a standardized mode of operation.

Goal 2

Public Service Delivery
The nature of services that Government institutions offer to their clients is of concern to several stakeholders in the Public Service. Human Resource professionals being key drivers in providing technical support to their respective institutions as a means of promoting good governance, accountability and transparency in the delivery of services must refocus their efforts towards supporting improved service delivery.

Goal 3

Resource Mobilization and Development
As part of the sustainability plan, UPSHRM-net will endeavor to solicit for human, financial and capital resources.  The Association shall have income derived from membership and subscription fees; Fundraising efforts, well-wishers and hold such property and assets as shall be deemed necessary, lawful and beneficial.

Goal 4

Networks and Synergies
The importance of UPSHRM-net working in consultation with other well established associations, professional institutions and stakeholders is paramount for institutional growth, learning and unlearning. The establishment of web based or off the system synergies and networks facilitate sharing of experiences, mentorship and overcoming hurdles through direct exchange of information and knowledge

Mr. Mabonga Mike Wambi is a Human Resource Management specialist with extensive training and experience in human resource management and development. He has
over 23 years of experience in designing, developing, delivering and evaluating human resource management and development policies, strategies and programmes in the Uganda Public Service.
